"The “Soil and groundwater contaminate investigation and contingency measure project” of Taichung City is one of the major pollution prevention and contingency projects planned by the municipal government every year, and this year's objectives include investigating highly polluting potential areas and institutions to understand the current situation of pollution, conducting contingency investigation operations in response to emergencies, control pollution sources and prevent the continuous expansion of pollution, and for the planning of related pollution sites to carry out pre-improvement inspection operations and maintenance work to grasp the status of the site, and for pollution control sites to implement pollution improvement results verification operations, in order to achieve the goal of sustainable use of Taichung City land resources. The overall focus can be broadly classified as the survey of sediment pollution in the discharge of farmland soil and industrial areas, the investigation of soil and groundwater pollution in high pollution potential plants or areas, the verification of improvement results of pollution sites, the functional testing of leaking tubes at gas stations and oil and gas testing operations, in addition, the planning of related pollution sites and agricultural land to carry out pre-improvement inspection work and on-site maintenance operations, and to assist the public case and emergency response investigation cases."

"Environmental Protection Bureau, Chiayi City (referred to EPB, CYC) has carried out the soil and groundwater pollution investigation and audit project since 2004. EPB, CYC still follows the concept of “prevention is better than cure” to implement this project.The achievements of final report are listed below：1. Monitoring groundwater quality periodically：according to the analytical result of groundwater samples of two monitoring wells, As, Pb are lower than Groundwater Pollution Monitoring Standards. These monitoring wells should keep investigating.2. Maintenance of 21 monitoring wells: it includes exterior inspection, repairs and environmental cleanup for each well. The function of monitoring to each well is still workable.3. Inspection and cleanup of two monitoring wells: purging air into the tube of the well removes sediments. Then, recording the interior of the well ensures the result of cleanup.4. Management of underground storage tanks system (USTS) enterprise: the system includes reviewing the data via online application and on-site audit. One station audit has been accomplished. The major fault is the difference between document and actual situation of site. Such fault would inform to owner, then ask to correct the fault in specified duration to follow up for improvement.5. Announcement of business land use verification process: during the examining process, nothing susceptible has been found before the mid-term report.6. Regulation explaining session: the session helped the participants understand more about the Soil and Groundwater Pollution Remediation Soil and was held at CPC Chiayi branch on March 29, 2019.7. Educational series: through interactive storytelling and videos, children can learn about the importance of conserving soil and groundwater resources.8. Printed children books: Small Animals, Big Detectives and Little Water Drops? were printed (total of 1,400 copies, 700 for each). 9.Regular inspection of pollution-controlled sites: four pollution-controlled sites and one pollution-remediated site are examined monthly. Abnormal condition and/or illegal behavior has not been found during the monthly checks. The data were input to the Soil and Groundwater Management Information System (SGM system) for reference.10.Emergency Plan and Execution: one event was completed, which was monitoring quality of farmland periodically. According to the analytical results, the concentration of As or Cr in three farmland blocks are lower than the Soil Pollution Control Standards. Thus, these blocks should be kept monitoring.11.Assisted EPB, CYC reviewing the soil pollution assessment survey and inspection data of the soil and groundwater pollution remediation laws of 8th and 9th. By the end, three cases needed review; no abnormalities were found in the review results, the documents were uploaded to the SGM system.12.The Soil and Groundwater Pollution Remediation laws of 8th and 9th Announcement Business Check: the preliminary screening of the management of the jurisdiction has been completed. "The Survey of Soil and Groundwater Contamination in Lienchiang County in 2019"

"For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Lienchiang County in 2019” has been advanced, which involves: 1) To investigate soil of farmland, military stronghold and high pollution potential martial sites. 2) Groundwater monitoring wells maintenance and groundwater investigation in both dry and wet season. 3) To assist and supervise declaration and facilities improvement of gas stations. 4) To supervise control sites. 5) The advertisement and education of gas station regulations. 6) Dealing with emergency cases, and administrative assistances. 　　The plan has been executed from January 1th 2019 to December 20th 2019, and the results of implementation are summarized as follows. 　　The soil investigations of Dongyin farms and Juguang farms, the results were below the monitoring standards. The soil investigations of two high pollution potential martial site, the results were below the control standards. The soil investigations of Mei-Shi shooting range article 7-5 control site, the results showed that the Pb concentration(1,040~1,350 mgkg) exceeding the monitoring standards. The other site of Jin-Sha shooting range, the results were below the control standards. 　　The task of groundwater monitoring wells inspection was implemented twice this year averagely and there were totally 22 maintenance works finished. The one groundwater monitoring well screens also were completed, and two purges of monitoring well were implemented according to the screen results. Besides, there were 7 monitoring wells surveys accomplished in both dry and wet season, and whose results indicated that the 1 groundwater of monitoring wells with exceeding monitoring standard of total dissolved solid, chloride and ammonia. And 2 groundwater of monitoring wells with exceeding monitoring standard of total dissolved solid, chloride, sulfate and hardness. 　　With respect to the mission of to assist and supervise declaration and facilities improvement of gas stations, the three times of declaration checks, gas stations assistance were completed. 　　Lastly, in terms of laws enforcements and education, the meeting about gas stations management."

" The 2019 Project on the Inspection and Verification of Soil and Groundwater Pollution in Pingtung"

"The project period starts from the contract signing date on January 1, 2019 to December 20, 2019. The regular groundwater inspections in Yanpu Township were completed in the first half of the year; the inspection results were all below the groundwater pollution monitoring standards. In terms of the monitoring well, this study completed the abandonment of nine wells, conducted external inspections on 302 (330) wells, maintained the appearance of 14 wells, repaired five wells, and maintained the internal functions of 29 wells. These monitoring wells were in a satisfactory condition after maintenance. In terms of the gas stations, the data of three quarters filed online were audited, and the soil gas monitoring wells of nine gas stations were inspected, among which the Man Feng Yu Chuan Gas Station’s well exhibited irregular concentration of gasoline vapor; therefore, the soil gas in the well was collected in a gas sampling bag and subjected to a gas chromatography¬–flame ionization detection analysis. This study conducted 23 inspections along with emergency response drills, which comprise 10 inspections on sites that had been improved. Only inspection results in the Chi Shan Yen site and the land at land numbers 184 and 185 on Cianjin Section, Pintung City exceed the pollution threshold; accordingly, these sites require further improvement. "Investigation and Verification of Soil and Groundwater Pollution in Taitung County in 108."

"The Soil and Groundwater Pollution Investigation and Verification Work Plan of Taitung County Environmental Protection Bureau (hereinafter referred to as the Environmental Protection Bureau) is one of the important pollution prevention projects every year. "2019 Investigation and Verification of Soil and Groundwater Contamination in Yilan County"

"In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with the petitions. Therefore, Yilan Environmental Protection Bureau (EPB) has been continuously monitoring the potential sites of contaminated soil and groundwater in the region, including industrial complex in Loung Te and Letzer, as well as other underground storage tanks (UST). Additionally, the inspection, verification and control measures has been implemented over restricted contaminated area. The Yilan EPB has commissioned Pro. Vision Environmental Engineering Corporation (the “PVEEC”) to be the chief executive of the “2019 Investigation and Verification of Soil and Groundwater Contamination in Yilan County” project (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work.1. Soil Reguler AnalysisThis year, a total of 13 sites, where the contamination in soil exceeds the monitoring standard, were investigated. The result shows that the concentration of heavy metals were found to exceed monitoring standards in 8 sites, where some of area that the lands fertilized using animal manure and groundwater full of arsenic. In addition 1 site be analyzed the concentration of heavy metals were found to exceed control standards.2. Contamination Potential Area SurveyThe total of 18 factories were Phase I surveyed and conducted soil and groundwater contamination verification of 8 of these factories were sampled. The results showed for soil and groundwater, none of these 8 factories exceeded the control standards. However, one of them are exceeded the monitoring standards, who regular monitoring is needed in the future.3. Sediment Analysis of Industrial AreaThis year, PVEEC has completed sediments analysis around the potentially-contaminated factories, a total of 4 factories in Loung Te and Letzer industrial area. Results showed that the many of heavy metals in the sediment exceeded the “Sediment Lower Limit”, even exceeded the “Sediment Upper Limit”. There is an increasing trend with downstream of the regional drainage.4. Groundwater AnalysisSampling work of all 19 wells has been done in May, 2019, and no results exceeded the control standards, and 6 of them reached the monitoring standards, mainly ammonia nitrogen.As for the monitoring of the landfill site, no groundwater exceed the control standards. It is common that all landfills detected ammonia nitrogen and total dissolved solids(TDS), exceeding monitoring standards. For raw water, Wujie, Su-Ao and Samxing Landfill all detected ammonia nitrogen, exceeding the discharge water standard. 5. Wells Maintenance and CheckingThe team had completed, as contracted, a total of 2 times of quarterly work of the checks and maintenance of regional and on-site monitoring wells, according to the results, 5 of them went through the external maintenance after the assessment, and 1 of it was stopped monitoring. In addition, for the condition assessment on 11 monitoring wells; according to the results, 5 of them went through the internal maintenance after the assessment, and 6 of them went through the well development again followed by camera shooting inside the well to assure of tidiness.6. "Analysis on Pollution Control Strategy of Concern Substances and Area in Groundwater"

"The purpose of this project is to investigate and review the standards of concerned groundwater contaminants, conduct survey on concerned contaminated regions and amending Groundwater Pollution Monitoring and Pollution Standards. Contamination potential and distribution of emerging contaminants such as persistent organic pollutants (POPs) and endocrine disrupting chemicals (EDCs) were assessed. Besides, the groundwater contaminants candidate list was updated to 177 substances and their priorities were rearranged. The arrangements and historical groundwater detection data became bases for the suggested prioritized concerned contaminant (eg. Perfluorooctanoic acid). The results and recommendations for control strategies were proposed.The concerned emerging contaminantsinclude including styrene, aldehyde and 1,2,3-Trichloropropane and the affected regions by emerging contaminants (Nonylphenol and Bisphenol A) were left unconfirmed. The appropriateness of regulated contaminants (cyanide and phenol) were reviewed and surveyed, and the potential region of concerned contaminants were identified through raw materials usage and historical investigation data. Groundwater investigation was conducted based on the use of raw materials and historical environmental monitoring data. Domestic groundwater concern substance investigation surveys were analyzed to propose priority substances, and to further discuss feasible groundwater control schemes at expert consultation meetings. In this project, background information of groundwater concerned regions were also collected. For the Simplified tap water system in groundwater concern areas, their contamination potential have been identified and division of responsibilities were presented. "Project Accomplishment The project, Investigation and Verification of Soil and Groundwater Contamination, had continued the works over the past few years of Tainan District. Work contents of the project include soil and groundwater regular monitoring; monitoring well external appearance patrol, maintenance and repeal; review and on-site inspection of underground storage tank; supervision, verification and inspection of soil and groundwater contaminated site; investigation of soil contaminated assessment, declaration review of analysis results, examination counseling and verification of regulated enterprise; emergency response and educational promotion and administrative assistance. Soil and Groundwater Monitoring There had 7 lots of soil sampling finished which lower than soil contaminated control standard and 2 of 7 will be stopped monitoring next year. There had 135 groundwater sampling of monitoring well finished and the results are to which past few years. Also the groundwater arsenic(As) results of monitoring well R00552 which locate in Wu Shan Tou region had continuous exceeded the first category groundwater contaminated control standard. According to the results in 2017, it shows that the fact of exceeding standard arise from geological deposit. Well Management, Storage Tank Declaration and Site Regulation 589 of Patrol and maintenance of monitoring well appearance had finished, include 149 appearance repair, 13 main body repairing of monitoring well, 18 nonfunctional well repealing, 47 well condition assessment and 24 intra-well repairing. Declaration of underground storage tank reach 100%, 37 stations on-site inspection which locate in soil liquefaction area; 27 unexamined stations to detect vapor monitoring well for storage tank from 2014 to 2018 ; 1 station soil and groundwater investigation. The soil contamination investigation and analysis information submitted by regulated enterprise should be reviewed which include 86 new cases and 121 incomplete cases. It had implement 30 sampling and examination of regulated enterprises. Also, 201 enterprises had been finished the contaminated examination and counseling which 91 enterprises had error been found out. 552 sites patrol had finished and 29 contaminated site improvement meeting had hold. 13 of 15 contaminated site had deregulated, 2 of 15 still regulated because of exceeding the control standard. In 6 verification sites, 4 sites had been regulated and administrative processing. One of 2 emergency response sites had transfer to the Section of Illegal Dumping of Tainan EPB to finish the following treatment. "The project “International Cooperation Project on Soil and Groundwater Pollution Remediation” has been carried out to fulfill the concept of the original idea for the international exchange on the issue of soil and groundwater by executing the plans in details. The major outcomes of this project are briefly summarized below:1. A series of events, including a half-day event of “Steering Committee meeting of Working Group on Remediation for Soil and Groundwater Pollution of Asian and Pacific Region (ReSAG)”, with 9 international experts form 7 countries, a two-day workshop of “Workshop of Taiwan-US Environmental Protection Cooperation Project” in the topic of “Investigation and Mitigation of Vapor Intrusion”, with 285 participants, and a one-day site and culture tour, were held in Tainan during 2-7 December, 2018. In addition, the first ReSAG video conference call was hosted by Taiwan on 27 June, 2019, with the participation of representatives from 4 countries. The topics discussed include cooperation among member countries and the arrangement of video conference calls in the future.2. “The ReSAG Training Workshop” was held, with 19 participants from 9 countries, from 17 to 24 March, 2019. To enhance the industry-government-academia interactions, the workshop was jointly organized with the workshop funded by the Ministry of Science and Technology. Several local industry experts from consulting companies were also invited join the event. Forty five participants from 11 countries joined these workshops. The results show that the monitoring values are below the regulatory alert (500 ppmV) at 15 of 17 filling stations. "　　In 2018, the major tasks of this two-year’s project were to establish a response team that assisted EPA to investigate the incidents of soil and groundwater pollution and provide professional consulting service and technical support.　　This year, the response team had investigated 16 incidents of soil or groundwater pollution. "2018 Filing for and Verification of Statements of Soil and Groundwater Pollution Remediation Fees"

"To remediate the soil and groundwater pollution in Taiwan, the Environmental Protection Administration has begun the collection of the soil and groundwater pollution remediation fees from the manufacturers and importers of officially announced substances in accordance with the amounts manufactured and imported by such enterprises in November of 2001. The remediation fees is used in the soil and groundwater investigations and remediation projects, providing undeniable benefits to environmental protection. Since the officially announced chemical substances are mainly organic substances, the remediation fees is mainly collected from the petrochemical industry. Therefore, the industry continued to reflect that the fee sources should be more fair and reasonable. In response with the industries’s demand and to reflect the current statures of illegal dumping sites, a new version of the collection regulations was implemented in July of 2011. Other than the originally regulated substances, steel, coal, copper, nickel, and industrial wastes from the specified 13 industries were added to the regulated substances. Afterwards, the revised regulations were promulgated on December 30, 2016 and were implemented since July 1, 2017. The wastes from the specified 13 industries were canceled, and changed to the designated 66 wastes items and corresponding codes. After the revision, the number of fee-payers has increased approximately from 4,000 to 7,500 and an average of 1.2 billion NT dollars of remediation fee is collected each year. A total of 14.02 billion NT dollars of remediation fees had been collected since November of 2001. This year's execution results are as follows :(I) A total of 32,829 cases were audited for completeness, whereas 12,759 cases were audited manually for correctness. For those who were audited for completeness, 0% were found incorrect by the second inspection team, whereas 0.02% of the cases audited manually for correctness were found incorrect; showing minimal differences between the auditing team and the second inspection team. 65 cases of refund application for insurance purchases and pollution prevention projects in 2017 were filed this year. Among them, about 146 million NT dollars was refunded.(II) 300 cases of on-site auditing was completed, which include160correct declaration cases and 140 incorrect cases required for follow-up declaration to recover the unpaid fees. 66 sites of refund application for pollution prevention projects in 2017 were visited. (III) A simplified scheme for the collection of remediation fees (convenience measures) has been planned, and a mechanism for advancement measures for electronic processing at the verification (review) side has been provided.(IV) 4 consultation hotlines were set up to maintain smooth communication channels. "Project of the Data Analysis and System Management of Soil and Groundwater"

"The Soil and Groundwater Management Information Systems (SGM) is a single portal for managing all soil and groundwater-related tasks. The system’s functions have been gradually expanded and strengthened according to task and management needs in previous projects. In addition, various systems have also been developed to cope with new trends of techniques or technologies, such as Geographic Information System (GIS), Mobile Device System (MDS), or Farmland Pollution Tracking Modules, among others.Apart from continuation of system maintenance, this project focuses on three key aspects: (1) Strengthen irregularity management, which allows us to deal with problems properly once they happen: Examples include adding schedule alert and groundwater concentration trend analysis into the procedures of monitored sites. (2) Effectively integrate cross-field data and increase the completeness of environmental data: For example, this project has integrated data from Central Geological Survey Agency, Water Resource Agency, and Environmental Testing Agency, which not only is good for further management but can help simplify the resources needed for conducting tasks. (3) Strengthen data application and analysis, which can in turn aid management and decision-making: Examples include applications of cross-unit business surveys that have been conducted in the past, applications of basic data to conduct pollution factor evaluation analysis, application of graphical data on farm ditches surveyed by Water Resource and Engineering Associations, and application of monitored business sites to develop farmland pollution tracking modules.Thanks to the aforementioned analyses or functional module developments, this project has thus far been able to, on task level, allow the Soil and Groundwater Pollution Remediation Fund Management Board’s to more effectively monitor the performance of monitored sites, of the subsidized projects, and of the progress of each county and city’s soil and groundwater task implementations. On practical management level, this project uses information integration platforms and farmland pollution tracking modules to better manage regional environment qualities as well as track down pollutions. Overall, the expansion and strengthening in such functions has allowed a 30% increase in operation efficiency, while the farmland pollution tracking modules has effectively helped reduce the scope in searching and determining polluters (a 20-50% reduction seen in actual cases)."

"The 2018 “Supervision and Inspection for the Quality Assurance of Projects Plan Relevant to Soil and Groundwater Pollution Investigation (SISG/QAPP)”is a two years project which targeted on supervising and inspecting the soil and groundwater protection/remediation projects conducted by the City or County Environmental Protection Agency of the Republic of China. The SISG/QAPP executes 1. Launch a consensus assessors workshop for harmonizing assessor standard. 2. Review of the original project Quality Assurance Plan per the Quality Assurance Project Plan (QAPP) framework. 3. Audit the on-site sampling and laboratory activities. 4. Proficiency Test using CRM. 5. Annual Assessors Workshops. 6. Annual Environmental Testing Laboratories QAPP Workshop. 7. Trial run for the new drafted QAPP framework. The PT tests for 14 laboratories on soils, groundwater and sledges with total 143 test items in 2018 were conducted with 100% passed. The PT tests for 16 laboratories on soils, groundwater and sledges with total 173 test items in 2019 were conducted with 97.7% passed. Five laboratories were selected and audited followed by the delivery of the PT samples annually. With zero non conformity found, the environmental testing laboratories have demonstrated their proficiency in executing their QAPP project. 5. Annual assessors review workshop. 6. "The plan, which has been amended in accordance with the fees rules, continues to improve the Soil and Groundwater Pollution Remediation Fees Online Declaration and Inquiry System by adding new functions for supplementary application during non-application season, and system settings and identification of application season and non-application season time periods. The back-end of the system has added a list of payment vendors approved by the Environmental Protection Administration (EPA) as allowed to use the supplementary application zone. This helps facilitate fast completion of the supplementary application process. An exemption online application function has been added to the system. This comprises application review progress online management, proof document uploading, and review status click-and-sort functions. The upload function eliminates the problem of large amounts of paper for proof documents needing to be sent through the mail, which simplifies review procedures at the review unit and saves on printing and storage space. The customs import data supplementary application pre-filling function has been optimized. The system automatically compares all application data with the same company tax number from public and private payment vendors, and uses color-coding to indicate if the same item has been applied for by other subsidiaries. This avoids repeated applications, and reduces both problems in the subsequent reviewing process and overpayment. With regard to cross-season supplementary application itemized descriptions, the system has added a mechanism to automatically divide and import the information into the appropriate application season. This simplifies pre-processing review time spent dividing applications by season and improves efficiency. In order to help the remediation fee application review process move to a completely online, digitized format, functions have been developed and put in place for auto-comparison and exporting description differences; review data batch importing; and automatic division of applications by season. This will help the EPA to obtain data from each review process in a timely way. To promote online, digitized processes for insurance and engineering refund review, the back-end review function has been enhanced. Functions for saving and accessing relevant data and review process records have been added. Based on the complete review list auto-generated from the review results, operational units are able to use the platform to instantly access application progress, application type, and approved sums. Based on payers' historical application data, correlations between manufacturing and waste are used to establish decision-tree models; these allow analyzing the characteristics of the material correlations. Based on this, payer application data is audited; payers who apparently need to be included in the manufacturers levy monitoring list are selected. This list is provided to the reviewing unit for further monitoring and auditing. Analysis is made of the EPA database and the raw material, fabrication and product database. To this analysis is added the fixed air pollution source management information system; industrial waste application and management information system data; and correlations between product raw material codes and the collected material codes from the Annex I fee collection regulations. "The Survey of the Soil and Groundwater Contamination in Yunlin County in 2018"

"The program has been operated for the follows: The groundwater from the 2 monitoring well was sampling. The chemical analysis showed that the concentration of 8 heavy metals in groundwater was lower than the Groundwater Pollution Control Standards. The groundwater from nine monitoring well at Douliu Industrial Area have been sampling and analyzed. The results showed that Douliu #8 (P00482) measured 0.0265mg/L of tetrachloroethylene, exceeding the groundwater pollution monitoring standard of 0.025mg/L, which did not reach the groundwater control standard of 0.05 mg/L. The county’s 23 field-based monitoring wells and EPA’s 18 regional monitoring wells have been inspected and the internal function have been checked. According to the inspection results, monitoring wells were maintained, and ell monitoring wells were repaired. The well conditions of the monitoring wells were evaluated, and according to the results of the well conditions, 2 regional and 13 field-based monitoring wells were re-completed and 6 monitoring wells were excluded foreign materials. One monitoring well has been sealed, thus there were no more suitable monitoring wells in the county for the implementation of well-sealing operations. Totally 6 farmland soils were tested in Beigou town and the results showed that the arsenic concentrations exceeded the soil pollution monitoring standards. Sampling and analysis of 5 farmland soils and 2 ditch bottom mud near the Dapi professional area. The results showed the soil concentrations of 8 heavy metals were lower than the farmland soil pollution control standards and monitoring standards. "The Promoting Project of Revitalization and Management of Brownfield Sites"

"In order to promote the efficiency of remediation work, and sustainable development of land resources in Taiwan, the project continuing the results from the former project. The related management system and complementary measures were improved, and the sites with revitalized potential were counseled. For advancing the administrative efficiency, the project modified the process of article 24, paragraph 4 in Soil and Groundwater Pollution Remediation Act, and developed review principles for site revitalization. Revitalization works were drawn up to be merged into site performance indicators to encourage local government to implement the strategy. For the policy of installing solar power on contaminated land, the project made an inventory of site area including the factory with contaminated groundwater and the contaminated farmland. Also, the system for concurrent remediation of pollution and installation of solar power was drawn up in order to promote the efficiency of remediation work, and achieving the goal of promoting renewable energy. This system reduces the Soil and Groundwater Pollution Remediation Fund expenditure on contaminated farmland about 39%. Additionally, the project analyzed the related information between contaminated characteristic and remediation costing, in order to build up detail information in the contaminated land appraisal guideline for appraisers. Moreover, the project screened out 20 sites with revitalized potential in Taiwan, by discussing implementation measures on these sites with the counseling group, 5 types of revitalized procedure were generalized, and completed revitalization planning for 2 sites were made. In order to advocate the brownfield site revitalization policy, the project held 4 expert consultant meetings, 32 explanations with 448 participants and a conference with 153 participants. "Management Project for Pollution Prevention in Farmland"

"The agricultural development was considered as a solid foundation for the industrial transformation in the early stage of economic growth in Taiwan. However, with the outbreak of food safety issues caused by soil pollution, the protection for farmlands has been gradually started to be valued.In view of the fact that the farmland pollution are mainly caused by the pollution in irrigation water source, Taiwan EPA had conducted investigations in the past decades. Until the end of 2017, a total of 1,117 hectares of contaminated farmlands were investigated by EPA, in which 610 hectares have been improved completely and delisted. Improvement works in the remaining pollution sites are expected to be completed within two to four years. However, there were still 7,574 polluted farmland sites found with heavy metal concentration between the Monitoring Standard and Control Standard, and some of them are located in the irrigation range of the “44 ditches with high pollution potential” evaluated by COA at the end of 2016. This condition might lead to three situations which need proper countermeasures, including the concern for repeat pollution, the heavy metal accumulation in the monitoring farmlands (which have almost exceeded the Monitoring Standard), and the huge budget demand for farmland monitoring works. Therefore, as the management and governance for farmlands, EPA has developed and promoted the pollution investigation and controlling works into pollution prevention and quality protection Consequently, following the historical soil survey results, the “Management Project for Pollution Prevention in Farmland” is progressed. This project firstly focusing on the development of multi-management and risk grading strategies for farmlands with heavy metal contamination, the establishment for long-term monitoring and precaution procedures which could effectively avoid heavy metal pollution occurs in the farmlands, and the plan for two demonstration zones for pollution precaution in accordance with the ditch routes with high pollution potential. The demonstration zones include the Third Irrigation Group of Nan-wei branch and Liu-cuo ditch in Shi-gou drainage irrigation zone, and Xiao-shin Ditch Irrigation Group in the irrigation zone of Yang-zi-cuo stream drainage main line. Secondly, the implementation of this project includes summarizing the data of heavy metal polluted farmlands in the country, selecting and screening three pollution source assessment zones for the pollution source investigation works. These three pollution source assessment zones include the irrigation group of Da-tu-liao ditch and Chien-cuo-yuan ditch under the jurisdiction of Taichung Irrigation Association, Group of Gong-cuo branch, Hsin ditch, and Hsin-fen ditch under the jurisdiction of Changhua Irrigation Association, and the 2-9 Group under Taoyuan Irrigation Association.For the risk grading and multi-management for farmlands with heavy metal pollution, this project has searched for the farmlands management strategies in other countries with rice production such as Japan, China, and Korea. "Bioaccessibility of heavy metals in soils of contaminated sites and its application on health risk assessment for children"

"Harmful substances in soil and dust may enter into human body through direct inhalation, digestion, and dermal contact causing adverse health effects. Owing to the difference in physical and physiological behaviors, infants and toddlers are not only easier to expose to toxic substances in soil, but also less tolerant to toxic substances than adults. Therefore, toxic substances will pose higher risk to children. We have already acquired the soil/dust ingestion data of 0~6 years old children and some parameters pertaining to dermal contact in the past programs, as well as establishing a good communication channel with the US Environmental Protection Agency (USEPA). This year, the program will focus on supplementing the data of localized exposure parameters, such as bioaccessibility of metals in soil; therefore, we plan to collect soil samples in twenty four soil contaminated sites. To assess the suitability of in vitro assays to predict Cd bioavailability in contaminated soils by correlating Cd bioaccessibility with Cd- relative bioavailability in contaminated soils. Then, apply in the bioaccessibilities of different hazardous elements in contaminated soil for estimating the health risk of containment soil. In this study, the range of pH value, broad ranges in the contents of organic matter and clay of soil samples were shown among the 53 contaminated soils. The pH value ranged from 4.24 to 7.38. The results of the project include:1.Examine and analyze the actual effects of the collection policy of maintenance fees. Questions are compiled and updated in the Q＆A section to serve as a reference for the clarification of policies.4.Completes tasks related to the collection policies of maintenance fees for soil and groundwater remediation, including producing presentation slides to be used in briefing sessions, and holding 16 briefing sessions on policies and requirements. The results were good as the opinions from various sources were compiled, allowing for analysis and review of issues happened after the formal collection and providing response measures that can be included in the planning for future policy revisions.5.Collect and compile information on the collection measures of various pollution sites in the world, including Superfund of the US, Federal Contaminated Sites Action Plan of Canada, local subsidies for pollution sites in the UK, Contaminated Sites Remediation Fund of New Zealand and Soil Contamination Countermeasures Fund in Japan. Analysis are conducted in the aspects of regulatory background, fund design and application criteria to improve the strategic direction of our fund's collection.6.This project proposes recommendations for refund and transformation in which 50-70% of refund can be reduced annually. This benefit-cost ratio of this transformative policy can reach 2.3 to 3.3, which is expected to greatly reduce the burden on the refund of remediation fee.7.This project refers to initiation of fee adjustment to the water pollution fund, air pollution fund, resource recovery and management fund, as well as education fund to analyze the considerations for the initiation of fee adjustment for soil pollution fund. The normal factors discussed annually and the non-normal factors discussed in intermediate and long-term planning are used as part of the assessment for the adjustment of soil pollution fund charges.8.This project completes three sessions of expert forum to improve its quality. For the sustaining operation of the soil pollution fund, the project discussed (1) the diversification of the fund's financial resources, (2) the evaluation of the fund's performance, and (3) the transformation of refund policy and fee adjustments.
